The objective of an IOP is to anticipate and organize the actions to be taken depending on the crisis scenario encountered. It is a proactive action plan aimed at limiting the consequences of a major incident.

What is an Internal Operation Plan?

The Internal Operation Plan (IOP) is a document designed to:

  • Help contain and control incidents;
  • Define the necessary protection measures for personnel, property, public health and the environment.

This document is written after a hazard study, which exhaustively lists the possible types of accidents.

It focuses on managing “significant and plausible” crisis situations, such as:

  • Fire
  • Explosion
  • Spill of liquid substances
  • Atmospheric dispersion of toxic substances

For each of these accidents, the IOP analysis specifies:

  • Incident detection methods
  • Organizational measures to eliminate or limit accidents (extinguishing, containment, etc.)
  • Potential extensions of the accident to other installations ("domino effects")
  • Systems for conducting initial environmental sampling of toxic substances

The IOP must be a clear and easy-to-use document. To ensure it is understood by all, it must include quick-reference sheets, guides, maps, or any other relevant visual aids. Essential elements to include:

  • A description of the facility, its activity, processes and flows
  • All relevant maps (access, levels, networks, location of fire safety equipment)
  • Emergency organization: roles of internal and external responders in the event of an incident
  • The alarm and alert scheme
  • Scenarios of significant anticipated accidents, human and material resources, and implemented protection measures
  • Inventory of fire extinguishing means and accident control equipment, with their location

This document must be archived, easily accessible to internal personnel responsible for its implementation, shared with the fire and rescue services (SDIS), and regularly updated.

Whether you are a high or low threshold SEVESO site, you have a regulatory obligation to establish a POI.
The POI is the responsibility of the industrial operator. When the consequences of the incident go beyond the site’s boundaries, the PPI (Specific Intervention Plan) is activated. It involves state emergency services (firefighters, police, emergency medical services, etc.) as well as municipalities. The PPI is the document used by state services to manage the consequences of an industrial accident with off-site repercussions.
The POI is not just an administrative document. It must be known by all and regularly tested through simulation exercises (at least once a year). Additionally, training new employees is essential to ensure its effectiveness.
